As per Indian Vedic astrology (Sidereal Zodiac), here are some indications of a foreign spouse in your birth chart.
<1> If your lowest degree planet, also known as Darakaraka, the one which has the lowest degree compared to all other planets in your birth chart, excluding Rahu and Ketu, is placed in the 12th house, your spouse will be from a foreign country, culture, and you may move abroad after marriage. The same can happen for your spouse after marrying you, as she/he can leave their country and come to live with you after marrying you.
<2> Just like the lowest degree planet, Darakaraka, if the planet with the highest degree, known as Atmakaraka, is placed in the 12th house of your birth chart, it strongly indicates a foreign spouse. Atmakaraka in 12th house indicates traveling to foreign lands and permanent relocation as well.
<3> If the planet Saturn (Shani) aspects the 7th house or the lord of the 7th house, it strongly indicates a potential foreign spouse with a very different background/culture.
<4> If the lord of the 6th house is placed in the 12th house, it does indicate a foreign spouse.
<5> If the lord of the 7th house is placed in the 2nd house, it brings a foreign spouse, cross-cultural marriage.
<6> If the lord of your 5th house is placed in the 12th house, it indicates a spouse of foreign origin.
<7> If the lord of the 7th house is placed in the 12th house, it points to a spouse from another country.
<8> In the D9 chart, also called Navamsa or Navmansh, if the lord of the 7th house is placed in the 6th house, it indicates a foreign spouse. That is because the 7th house lord is 12 places away from its own house. Your spouse may be involved in the health sector.
<9> When the lord of the 9th house in your D9 is placed in the 11th house of D9, it indicates a spouse from a foreign land.
<10> When the lord of the 9th house of the D1 chart is placed in the 2nd house in your D9, it suggests a foreign spouse.
<11> 4th lord in 12th house also indicates a foreign spouse.
<12> 3rd lord placed in 12th house indicates spouse from foreign land.
<13> The lord of 12ttth in the 1st house indicates a foreigner as spouse.
Regarding when you will likely first meet your future spouse, there are many variables, but from what I know, you will likely meet the future spouse during the mahadasha or antardasha of the 5th house lord.
